Japan Pr Permanent Residency Tax And Pension Official Guidelines

When you apply for Japanese permanent residency, your tax payments and public pension and health insurance records are the strictest part of the screening (no late payments, no missed payments). You’ll need to gather the supporting documents from your local tax office, city or ward office, and pension office separately.

1. The obligations for PR and the official tax review standards

The Immigration Services Agency’s official page covering the PR application guidelines and your legal obligations (taxes, public pension, health insurance):

2. Resident tax and income tax payment certificates (from your ward office)

Documents proving your income and local tax payments across your continuous years of residence (1, 3, or 5 years depending on your visa type):

  • The resident tax taxation (or non-taxation) certificate and tax payment certificate issued by your city or ward office (these must show the payment deadline and the actual date you paid).

3. National tax payment certificates (from your tax office)

Documents from your local tax office proving you don’t owe consumption tax, withholding income tax, or any other national taxes:

4. Public pension payment records (from your pension office)

Proof that you paid your National Pension or Employees’ Pension on time throughout every required period:

5. Health insurance payment proof

Show a copy of your health insurance card, and if you’re on National Health Insurance, submit a National Health Insurance Premium (Tax) Payment Certificate or your payment receipts from your city or ward office.
